Yes. No subscription, no in-app purchases, no ads.
Why doesn't it ask for my location?
The moon's phase is the same everywhere on Earth. Sbu Moon works it out on your iPhone, with no location and no network.
How accurate are the dates?
Phases are computed with Jean Meeus's algorithms, to within a few minutes, and the distance from Earth to within a few kilometres. Times are in your iPhone's time zone.
